noisy belt system

I have a z28; cam, lifters, rocker arms, bored heads, valves, stroked, forged pistons/rods, longtubes.

When I built this engine and put it in, almost immediately the car whined like a little girl. It's mainly the power-steering pump, but there are other noises coming from under the hood. My battery meter fluctuates quickly and my lights flicker. When the AC's on (very rarely used--Texas weather :X), makes the car impossible to drive (goes for defogger as well, in a lesser sense). Obviously it's not an AC-meant car, but a slight improvement would be nice.

I figured horsepower improvements were always favorable so I looked into the SLP Harmonic Balancer/Underdrive Pulley. With new belts, and a new power-steering pump down the road, am I going to be in good shape? What more can I invest in in this department to add noise control and power gains?
