New to new cars... Q's on CPU's

Ok guys, I have a couple of questions dealing with the computers in these new cars... I wanted to know whether or not a power programmer can be used with stage 2 chips and a Venom 400 control module? I am used to having older muscle cars, and never had to worry about the CPU's, but now I am looking @ a 1999 Z28, and need this information.

Also, what are the best computer components that I can get for the money? I want to go all out on the CPU, because this is the first time I've done it. Then I plan on going to mass air flow sensors, throttle bodies, k&n intake kit, and all the crap I could never play with before. Heh, then time for the old skool ponies to come out through work on the heads and such.

Any help is much appreciated.
