Mods UNDER $400
If you are talking about performance/power, I guess lid, CAI, catback would be the best choices.
Maybe even used headers or nitrous kit, too...
If you buy (lid, CAI, catback) used, you can easily get all of them for under $400.
You won't be able to have them installed for 400, though. Do the work yourself and save the $$$.

With $400 to spend I would start out with the intake aka "lid". There you will see the highest gains from a single bolt-on mod (under $400)
However, I noticed your in California and are subject to CARB smog laws. Make sure the lid has a CARB cert number or says 50 state legal.
