Idle fluctuates a bit

Is it normal for the idle to fluctuate a bit.. and maybe even stumble a slight bit, in these cars? For instance, completely stopped, car in neutral.. the tach needle will barely jiggle, but it's noticable if you watch it. And the shifter vibrates a bit as well, with the engine. It seems like it's a stable idle, with an occasional "blip" in it..

Thinking maybe the IAC port might have some carbon, or something in it. I'm not real sure. It might just be normal, as well.

Sounds normal. If you watch the RPM's on a scanner they actually fluctuate a little - in neutral my A4 switches between 645-676 after warmed up.
