Which way is up on the air filter? Does the flat rubber seal part face up towards the air lid and seal against the lid or does it face down and seal against the bottom half of the air box?

A 2000 T/A is the vehicle

 

Ruffle side down....rubber gasket on top. It needs to seal up against the bottom side of the air lid.
