DEQ engine light prob

when i turn my key to the on position my CHECK ENGINE SOON light does not come on, and deq failed me cuz of this,(also cuz of the 101 decibles) but anyway how can i fix the light. Think is a bulb? Its a 1998 z28 25,000 miles.
