B4C Camaro Question

My neighboors work vehicle is a Nebraska State Patrol 2001 B4C Camaro.

From the front there is a small air scoop looking thing infront of the air dam. Is this a B4C specific cooler?

i dunno but there was a guy that worked for the nebraska state patrol that screwed ppl over on this board

anyone else recall this?????

He was from Lincoln I think, Today his car was coverd in mud poor B4C.
