I just picked up a 98 Formula yesterday. The headlights pop up when the parking lights turn on, is this normal? Is there a way to change it so they only pop up when the headlight switch is turned to the headlight position? Not that big of a deal, just annoying when the headlights pop up and down for no reason when the alarm sets.
Also, when the headlights go down (everytime), the motors for the pop up lights (not sure if it's one or both), let out a loud moan for about 5 seconds after the headlights come completely down. Anyone know why this is? I want to fix it asap so I'm not replacing headlight motors in the future. Thanks!

 

You have two problems:

1. The reason why they pop up when you put your parking light on is that one of your parking lights is out. At least that's what my 99 Firebird did. Check it out.

2. The noise you hear comes from the plastic gear which has been stripped. The motor is fine. Check Brent's page for the fix.
