98-99 slower? vs 00-02
You guys are reading to much into this cam difference.
99-00 had something close to a 200/204 .500/.500 115 lsa
01-02 had something close to a 197/202 .495/.495 117 lsa
Disclaimer: I haven't looked at the stock cams in a while, but those are a reasonable estimate.

My arctic white '98 Formula M6 had some serious *****...that car would have an edge on almost any LS1 that it was up against. It went 13.3@108 stock, and 13.3@109 on a 2.4(!) 60ft with only a Whisper lid...13.0s and 12.9s @ 110-111 mph with the lid, free mods, & ATR cat-back on street tires and 2.2 60fts. 12.6@110 in the middle of summer with the above + off-road pipe and drag radials...The damn thing was nasty.
My '02 M6 Z28 was not as fast as my '98 was when stock...bottom line.
There's an exceptional example for you. Try to find that '98 for sale somewhere.

i could be mistaken but i was reading hotrod magazines annual engines issue from a year ago and teh SAM school in houston show an intake degree on a 99 ls1 was between 200-204. Not sure of exacts but it seems its not below 200. could be wrong.
Also, a well maintained 98 with 40k on the odometer will tear apart an 01 ragged out POS thats has not been well maintained with 60k on the odometer. its alot about the engine condition. People with earlier cars that take careof them don't realize that they may beat an 02' but what is the 02's engine condition? hell a worn out ls1 could get its azz handed to him by an lt1 stock for stock if every part on the lt1 is working the way it's suppose to.
Lastly.......Driver makes a world of difference. I shouldn't have to make a paragragh to prove it.

<~12.86 @ 110 in a 98 A4 with street tires/stock converter/stock manifold...
