2500rpm stutter

Bought the Formula used from my brother and instantly noticed a strange stutter between 2k and 3k rpm. This happens in the same rpm range in every gear. As the engine revs, the sound is smooth but the car sort of lurches a couple times, then from 3k to redline it's fine again. This made me think clutch, but don't you normally first notice a clutch going under hard throttle in a high gear? The stutter happens regardless of how much throttle I give it, even if I'm not running it hard.

What are other possibilities?

I'd start with a basic tune up. Plugs, wires, filters, ect. Then if it's still not better clean the MAF, TB, and IAC then Seafoam it.

Question

Completed plugs (NGKTR55), wires (Taylor Spiro-Pro), and fuel filter change today with no impact on the stutter. Am going to take a look at the MAF and TB tomorrow.

I have a SES light, which I got diagnosed as a problem with my "air check valves" (according to some random garage that would do it cheap.) Any other ideas what could be behind this stutter?
