ok my tie rod ends are gone all the rubber has been worn away . i know i will fixem soon . so my questions are . Would bad /worn tie rod ends cause a wheel hub play ? Up and down play ? also never replaced them before anyone have a how to ? thx

A wheel hub and tie rod end are two different things, so I don't know how one being bad would cause symptoms in the other. 
Worn tie rod ends will cause slack/play between the rack and steering knuckle. IOW, your steering would feel more sloppy.
To replace tie rod ends, measure installed length of the old ones and install the new ones at the same length. If you are real good at it, you might not need an alignment afterwards, but it is still a good idea to have it checked. Most chain stores won't charge you if they put it on the machine and it is within spec (so no adjustments are needed).
