Where's the Oustide air?

OK - so the colder weather is really not the time to complain about it - but I have never really gotten around to checking. I get warm air through the vents regardless of the temp setting. That is, only when I am requesting outside air - the A/C works OK. But if I want some cool OUTSIDE air through the vent setting - it's warmed at best - in the summer its closer to hot. I assume an actuator is not closing somewhere. Can anybody direct me to where I might check?

What he said. Sounds like something in the linkage isn't closing the blend door completely.
