I have a 2002 Z28 and want to get a performance boost with a new exhuaust system. I want power but don't want to make the car too loud. I also want to do it on the cheap.

 

The Magnaflow systems do a good job of keeping the cars quiet down low and open up once you nail the throttle. I did one on my LT-1, which is unrelated to your question, but also just did one on my friend's 2000 cam/heads/headers LS1. It does a good job of keeping the car tame at idle and part throttle and really roars once you get on the pedal.

Cutout w/electric plate (MPP2, DMH etc.). Quiet when you want, LOUD when you need.

look for it on ebay. there is a company (i think) selling them for less than $400..

it really is a great sounding system, well made and a good price
