Im gonna be putting together true duals soon and I will have to pass a visual inspection. I saw an LS1 y-pipe that has two small catalytic converters on it. Could I get a set of these cats, gut them, cut the openings to 3", and weld it on to a section of pipe?

 

The cats may already be 3 inch. Yes you could just weld them in where you wanted them.
