Disconnect it from the temp sensor, first and see what the gauge does. Check the wire to the sensor and make sure it is not grounding out.

still stuck

I pulled the green (in my case) wire off at the sensor on engine block and tried the switch. It still did not move. Switch on or off, wire on or off, its seems to be stuck in the first mark above the 160.. what should I try next... I want to pull the dash down, but seems like a lot of work? Is it.. I see the first few screws below the steering colume. I am assuming it drops enough to give me access to the bottom screws in the main dash trim to get to the instrument cluster? Am I right??

You don't have to tear the entire dash down to pull the instument cluster. Remove the bezel and the cluster should unscrew and pull right out.
