steering noise(s)

If I sit in the car with the key on, engine off, and move the steering wheel back and forth, should I be getting a clicking sound that sounds like it's coming from the steering rack?

I've been getting this noise in my front end, particularly the front passenger side, when I cut the wheel and go over a dip or bump (or a transition from a flat road to angled driveway or whatever). Kind of a knocking sound. And it's only when the steering wheel is cut a good bit.

So far the car has new or fairly new shocks, springs, lower ball joints, outer tie rods (not all related to trying to fix this - just mentioning those so you know they're not likely to be the problem since they're pretty new). Upper ball joints are fine. I suspected the rag joint, but it seems fine, and I can't really see any play in the system while having someone else turn the wheel. I was looking everything over and it looks like I need new control arm bushings, and hopefully that will fix it, if not, does that clicking sound from the steering rack have anything to do with it, or is it normal?
