Steering column swap/ignition/PCM/Keyless entry?
You guys might remember that my wife and I were forced off the road by an
SUV and totalled her '95 Camaro Z28. We bought a '99 Camaro SS to replace
it, but it needs work. One of the problems is the ignition key wont turn to the
accessory position. We also only got one of the ignition keys with the car, and
no FOB. I was thinking I might be able to swap the steering column from the
'95 into the '99, which would give us two keys and a FOB, but what has to be
replaced on the '99 to use the FOB from the '95? Is the PCM matched to the
column, or is there a secondary module that activates the resistor key, and
the door locks/trunk lock? I guess I could have the Dealer get us the correct
FOB for it, but I have all the parts on the '95.

I cant give you a solid answer on the fob as I haven't ran into that problem but one thing your gonna need to do to get your 95 column correctly working in the 99 is to have new keys cut.
The vats system is separate from the column, you need to go to a locksmith or dealer and have them measure the resistance on the pellet on the 99, then have them cut a copy of the key out of your 95's column with the same resistance as the 99's key or else the vats system/ security light will come on and potentially cause problems.

I wonder if car side of the VATS would work w/ the old key/lock cylinder combo ? 
I really don't know as I do not know how the signals are interpreted, but if it will, then changing the lock cylinders out between the 2 columns sure sounds like an easy fix.
Hopefully somebody smater, err, more knowledgeable on the subject
will chime in.
