lol... back in the day... snakeoil was a general name for a multitude of 'cure-all' products... for damn near anything. They use to call the people selling them 'snake-oil salesmen.'

bumps the octane rating, somehow, adding almost 20hp to an LS1 it claims

Jeez... that's super-snake-oil. I didn't see that in the write up... I'll have to go back and look. There's probably some tiny-*** fine print in there somewhere as well.
