what's the down fall from removing the smog pump

If you don't have a catalytic converter, the AIR pump serves no purpose at all. In the OBD-I cars, you can unplug the pump, and as long as there is a good fuse in the circuit, you will not get a code/SES light. You'll have to plug the connections on the manifolds (or headers) and on the air inlet ducting.
