R & R Right Fender Liner--1994 Camaro Z28

Hi:

My fender liner has a 6"x6" hole in it at the front, and I want to replace it. Bought the car that way...

My question is: do I have to remove the front fender to remove and replace the liner?

From what it looks like, it his held on with a few black Philips head screws on the inside fender lip, a few small bolts in the wheelwell, and two 10mm bolts to the front deflector.

It looks like it will come off without taking the front fender off, seems like I could pull it back away from the fender edge, but can someone please let me know for sure before I go and buy one? I couldn't find any decent ones at the local salvage yard.

I have had the inner liner off before. No fender removal.
