i ahve a severe case of rust beneath the sheet metal piece thats welded to the rear of teh car that the bumper clips into. can i drill out the welds b/c they're clearly visible, and bolt it back on (theres like 12 welds so there would be 12 bolts holding it on). need opinions. thanks
