pwr window and radio wiring problem

so a friend of mine just bought a 1994 Formula for $2500... overall a nice car but apparantly the windows don't roll up and down unless he hardwires the wiring together at the fuse box... also i think he said the radio wasnt working either.... this to me would point to a problem at the fuse box with that particular fuse, but he swapped one with the same amperage from one of the other junctions and not only did that fuse not make the windows roll up and down, but the fuse that controls those things, he put into the other junction and that set of electronics worked fine..

any ideas what would cause that? im not 100% sure it was the radio thatw asnt working along with the windows, but i do know he said the windows would not roll up and down unless he hardwired them

The power windows and the radio are powered through the retained accessory power (RAP) module. Sounds like he may have a bad module. Shoebox has extensive info regarding the 95's (and other years) on his website:
