Was this the proper way to get air out of the radiator?

Took the cap off and let it run. Since It was already low (can't find where it's going.) I waited till the fans kicked on and added water till it was just below the filler neck. No splatters, but bubbled a lot. Level would go and an down with bubble influxes, sometimes over the filler neck. Waited till the level stopped moving, figured the bubbles where the water boiling. The wierd part, to me anyway, was that when I throttled the car, the level shot down and wouldn't come back up till I added water. Did the throttle/ add water till it only shot down a little and then filled back up on it's own. Is that normal? Thanks for your replies.
