so my cars a 95 z28 and when i pull the lever it clicks like maybe 3 times and gets stuck/jamed.... where to start?

 

I would take apart the center console to see of something may have fell down into the mechanism and is making it bind. If nothing there, pull of the rear wheels and take a look at the e-brake mechanisms on the calipers to see of anything is obviously wrong. Also follow the cables from the rear calipers up into the DS tunnel and inspect those.

Those 3 areas are all there is to the e-brake system.
