If i'm not mistaken, aren't both fans supposed to run continuosly with the A/C on? Mine cycles on and off with the A/C on, not every second but frequently. Another problem is the A/C does not blow very cool air at idle, my charge is good thats why i'm thinking both fans are supposed to stay on all the time especially for the condensor.

 

The fans may cycle off and on based on the pressures in the a/c system. Idle coolness often suffers just a little on all cars, because of the lack of compressor output at low RPM.
