No air from vents. Its 100+ today so NO ac

I have no fan coming on in any speed when i put the AC on or any other heat setting. I bought a new switch and it is still doing the same thing. Is there a way to test it to see what could be wrong including the blower motor, connections & wiring? The fuse is good. I have a volt meter and when i put it on it reads 1.5 on the lowest setting and when you turn the fan up higher it blips but never reads any voltage. I thought of hard wiring the motor to the battery but i would like your opinion first. Thanks in advance.

COULD BE a vacuum leak.

INCORRECT

The blower motor is not working at all. The circuit is totally electrical, not vacuum operated. More likely a problem with the blower resistor assembly, the high blower relay of the blower motor itself. Diagnosis is covered on page 8A-63-0 of the factory service manual.
