This shows you what fuses get power in what key positions. Some other fuses are powered all the time and are not switched.
If you don't have power to those fuses when the key is in the position that should give it power, then more than likely, the switch or the connection at the switch is suspect. Burnt up switches and connectors are common on these cars. A link to a switch replacement guide was posted in my first response.

Thanks shoebox... I'll try to trace all of these after studying it a little more as I've previously stated I'm lost in the electrical portions of the newer vehicles. Thanks for all the help

ok so I checked the one fuse on the side of the dash marked crank and when the switch is turned to the start position I have power there so I'm guessing that my switch is not bad. I'm going to recheck all of my grounds and hots and make sure I have good connection with them. also going to charge the battery just in case again thanks for all your help guys. I will update again when I know more

You also need to check the other items that are powered in the "start" position, because they come off a different pin. Pin C2 powers the PCM IGN fuse and the injectors. With key in the "run" position, see if you have 12V on the pink wire at an injector harness connector.

Ok I just needed to know if it was in the dash fuse box or the under the hood box. I actually got lucky and still have my covers for both. LOL! I am greatful for all the help and direction you guys offer and also want to say Thank you for putting up with me asking so many questions and I know I have repeated myself and I apologize for that as well. I will be checking these fuses and other connections mentioned this evening.
Thank you all for your help and input, after tracing every wire from the battery to the relay box to the fuse box and all in between. I finally broke down and changed the ignition switch located on top of the steering column. A special thanks to shoebox with his helpful links to make the job easier on a shade tree mechanic like me.
