It's not the purge valve, it is the vacuum switch that monitors vacuum flow in the EVAP system. It is not supposed to have charcoal in it. That would be an indication that there has been too much vacuum in the system and it has sucked charcoal from the canister in the LH rear wheel well into the lines. It is often because the EVAP canister purge valve is bad or stuck open. Usually there would be a trouble code that goes along with it.
The switch, solenoid and the line should be cleaned of any charcoal.
