Headlights shaking around 80, fixable?

Headlights shaking around 80, fixable?
So I was going the Interstate last week and it was raining so i put the headlights on and they were shaking side to side kinda.
This is really annoying. Can I reinforce any specific area or anything?

My left one's been loose since I got the car (about 6 years ago). I've yet to figure out what I can tighten down. Check out the arm that stabilizes the light when it's up and any other bolt you can find. Good luck!
