if it's small enough and if you don't move your seat forward much...you can put it on the side of the trans hump, kindda under your knee. that way it's in quick reach.

That Kinda depends on why you want it on the car. If you just want it for looks (hopefully not cause thats kind of ricey) get a small one and mount it in a high visibility area. If it's actually for safety get the biggest one you can put withing your reach. Those little bitty fire extinguishers don't put out much fire, if you're lucky you might knock the fire down a little bit with one to give you a few extra seconds to get out of the car while it continues to burn to the ground. The CO2 extinguishers make less of a mess, put also don't extinguish as well and the fire can reignite easily. The dry powder chemical make more of a mess but are more effective at putting out fire and keeping it out. If the car has been burning for 2 minutes get away from it. It won't blow up like in the movies but there are lots of thing that explode on new cars with exposure to fire, the air bags are pretty inmpressive when they blow but the worst parts are the hood and hatch supports, I have seen these things completely remove the rear door off of a minivan when they blew, like sticks of dynamite. Not to mention the solid metal rod in the middle of them becomes a projectile, several firefighters have been injured by these, one blew though strucural metal parts of a car and went through a firefighters thigh carterising the wound as it went through before it came to rest almost 50 yards away. Sorry for the length on this answer, but it was something I know about.

I mounted a small on on the back of the passanger seat, on the lower section (just below the split in the seat). I tie wrapped the plactic holder to the seat. It's close enough to reach quickly and not in the way.
