Fans not working, need help troubleshooting

Ok guys I deleted my other post about the AC as it is related to this issue. My car has been overheating when sitting in traffic or just sitting and idling for periods of time. I figured out that my fans are not coming on. The fuses are all fine (ohmed them out) and the relays appear to be functioning properly. Referencing this schematic:
http://shbox.com/1/fan_schematic_1995.jpg
I have 0V across the 10A fuse that is connected to the ignition (between the relays on the top schematic). I am assuming there is supposed to be 12V there when the ignition is on. The fuse is not blown, and I checked the fuse socket with a voltmeter with the car in the ON position, and have 0V. So now where do I go? I am guessing just trace that wire back, but I have no idea where it goes, or if it is part of the problem.
Any ideas guys?

I used a jumper wire and found that my secondary fan will come on when connected directly to the battery, but my primary fan will not. I checked this by removing the relays and connecting the +12V from the batt to the terminals D4 and F1. The F1 terminal turned on the fan (secondary) but the D4 (primary) did nothing. So I guess the primary fan is burned out. Can I replace just the fan, or is it a whole assembly?

You can buy the fan motors by themselves. You might even try swapping the fans (or their electrical connections at the fans [if they will reach] as a temporary fix, so the primary will work.

Where are the grounds located for the fans?

On top of the t-bar next to the radiator (LH[driver's] side).

You can easily check the motor, itself, by jumpering power and ground to it's connector.

Well I tried jumpering it from the relay contact. The secondary one worked, the primary one did not. After doing some reading, I understand the fans come on if the SES light is on correct? If so, I have an SES code for 26 (EVAP System) and have just been ignoring it and checking it every so often for new codes. Could it have been that the fan has been on with the car all the time and just burned out?
