Drivability(or lack of) what it means

I see the term "drivabilty" used when talking about a car after it has been heavily modded. What does the car do when it has lost it's drivability? How does it act and react now that it is so modded while it is in traffic, etc. ?

It's a term that has a lot of variablity to it. For some, it means that the car is not easily drivable every day for comfort reasons, like the car is too loud, shakes and rattles the interior, or gets very little MPG. For others, it could mean that the car is not easy to get around in, possibly because of a high stall or a cam that works well in the upper RPM band, but causes idle and traffic conditions to suffer.
