coolant drain plug

I have a '94 TA and was finally able to remove the coolant drain plug. Unfortunately the very end of the plug broke off. I was able to get the pieces out of the engine block. I want to replace the coolant plug with a new plug. Are the thread 1/4" pipe thread? Can I use ordinary teflon tape to seal it up or should I use a thread sealant like permatex? Also can I use a stainless steel plug in that location or should I use the regular carbon steel?
