convertible up/down electrical

My 95 convertible top switch works in the up position but not down. It puts out +/- 12V in the up/down position, but not enough current to work downwards. I bypassed the switch circuit by connecting the hydraulic pump motor direct to another battery and it works fine in either direction when I change polarity. So it must either be a relay or the switch, right? Anybody know what to check next? (I went to the dealership looking for the relay part for the 95 but they didn't show it in their parts catalog. They want $48 for the switch but I found a website, topdown.com, I think, who has them for about $15.
