Causes of poor gas mileage?

Hey, car and mods are in sig, it has had the plugs and wires replaced in the last 20k miles, and new o2's in the last 5k miles. I can hardly get above 19 mpg in straight hw driving. It is kind of hilly but nothing too bad, any ideas as to why it is so bad?

Tire pressure too low
Engine Temp too low
Fuel Filter , PCV Valve , Air Filter
Stop flooring it and search around also

well its not the fuel or air filter as they are also new, not flooring it on the hw, just set the cruise at 70-75 in 6th, haven't changed the pcv valve at all, it runs at about 175*s with the 160 stat in there. I did search but didn't find anything useful.

Use a bottle of fuel system cleaner,Try a different gas station or grade of gas.

didn't have a cat, have a 3" high flow in there now, thanks for the help i guess, i have tried all of your suggestions allready, the fpr is good as well, so i think i may have tracked it down to the injectors.
