brake pressure

My 95 Z has an issue with the rear disc brakes not fully stopping the wheels from turning. Car is on a gravel driveway in park. I shift into drive with foot fully on the brake pedal and the rear wheels break loose. I also noticed this when the car had to be dyno tested for emmission. The rollers on the dyno would slowly spin even with the brake fully applied. I've since replaced all the rotors and pads front and rear. No visable leaks or need to add fluid. Anybody else experience this condition?

Cars are equipt with ABS(anti-lock brakes) and the ration of front brakes force to rear wheel force is 60:40.... Jack the rear end up, with both tires off the ground, then apply brakes..... Or they just might be worn and time to replace and bleed the system..
