I recently had my car dynoed and the guy that performed it told me the AF ratio was 12:1, he said it should be around 13... My question is that recently my friend told me doin the FRA mod would make the ratio a little better... is this true?

Your car is runnin pretty rich. Free ram air and induction will help lean it out a little bit, but only probably a decimal or two. You'll definitely want a tune.
