3rd gen startup problem

hey guys,
a friend of mine is having a problem w/ his 91 z28. A while back every now and then his car wouldnt start up properly... he would turn key forward and it then engine wouldnt try to turn over. Gauges and everything work properly but the car would turn over. After about 20 min the car started fine. He also had this prob on another 3rd gen he had, not sure of year. Just recently the problem has become more frequent... Any ideas on what it could be?

i had the same prob on my LS1, and it was the ignition cylinder, one of the wires had come loose so the car couldnt read the chip in the key, maybe this is it... not sure.

My 90 RS does the VERY SAME thing sometimes, and I have already tried replacing the starter, and it didn't help one bit. I'm wondering if it is the chip in the key....who knows. It sure is aggravating though.
