2002 Z28 fuel pressure

My 2002 Z28 seems to have two ports connected to the fuel system. One is at the front end of the driver's side fuel rail, the other is in the fuel line just before the fuel rail. Should they both show the same pressure? Does the vacuum line that's paired with the fuel line go all the way back to the tank? My car seems to have very low fuel pressure, disconnected the line at the filter and there is plenty there??

The front line is not connected to the fuel rail. It is the fuel tank vent purge line and does not carry fuel. If you have low fuel pressure you either have a bad press reg, a plugged filter, or a bad pump. Assuming the filter is OK a bad pump is the most likely problem.

So what line is the front line? Where is the regulator and how does it work?

Did enough testing to prove the problem is in the tank. My guess is the regulator. So, any tips on how to proceed? The tank does not look like a fun thing to remove

Made a cheap and dirty tester out of an old R12 charging setup. Fuel pressure is about 4 pounds and it goes away as soon as the pump is shut off.
