Okay so here's the deal guys. I have a 1993 camero z28 LT1 engine (obviously) it broke down a while ago just shut off. So I replaced the icm and the coil pack. Then it would start and then stall imidately so I changed out the opti same problem after that I had the ecm rebuilt twice replaced the prom chip and performance chip (jet) I replaced the iac the map sensor the O2 sensors the speed sensor throttle body control valve and sensor . The car is now running but won't rev past 3000 rpms the speedo doesn't work(yes I checked the wires) and the OBD1 won't communicate with the ecm (tested all wires all good) please help I'm at a complete loss here

Are you saying that shorting the pins in the ALDL connector does not put the ECM into diagnostic mode? Hence, you are unable to pull codes?

Manual or auto trans? Still have a cat? Checked the fuel pressure?

Fuel pressure is perfect and it still has a cat

No scanner no pin method no communication period also my fans never turn off either

Is the SES light on?

All the ALDL connector wires check out per this diagram (1993)?

Almost sounds like a short in the diagnostic circuit causing the fans to run continuously, and preventing communication of the codes.
