10k resistor for pins a&b?

Do I need a resistor for these two pins? Also, what pins do I need connected w/ my aldl cable to read the pcm w/ tunercat and freescan?

Let me try to clarify it little more. I have a 94z w/ obd1 12-pin connector under the dash. With pins A & B, the two on the top row all the way to the right, do they need a resistor connecting A w/ B? I bought a aldl cable on eBay from superior cable technology and it has 3 wires w/ the black ground wire having a 10k resistor attached to it and it broke off. I have tried ever single wire combination to get the tuner cat, winflash, freescan and datamaster to work, but none of these programs is reading the pcm. I read that only tpi pcm need the resistor.
