Tell me this is ok

Checked my fuel pressure at idle it was 39 not 43-47 and with the vacuum line from the regulator off it went up to 40. Also checked the vacuum at the regulate constant 18 snap throttle great 0-25. Just tell me that is all good in the hood couldn't observe F/P while driving need a longer hose?

Seems odd that the pressure only changed by 1psi when you pulled the vacuum line off. 18"Hg is the same as 9psi.

It should be 41-47psi with the vacuum line off, and drop proportional to intake manifold vacuum when you reconnect the line, a 6-8psi drop on a stock cam.

could a fuel filter cause such a pressure loss.

Filter is on the feed side of the fuel system so a clogged filter wouldn't cause the 1 psi delta with the vacuum line on/off. Make sure the vacuum line isn't cracked and no gas is in the line (from a leaking FPR). What rpm is your idle at?

1000rpm the line didnt seem to be cracked and I saw no leaking gas anywhere.
