Running richall the time

I have a 95 TA with a 383 stroker ported heads mild cam the twin intercooled procharger 255 walboro 42# injectors. aeromotive fuel press. reg. I cant seem to get the fuel curve right or something I also have lt1 edit. Is my pressure to high too low or what? It is really annoying me. My plugs keep fouling. I payed a person to give me a base line program and that was still rich too. Any input would be appreciated racing season is about to start and I dont want to sit on the bench.

What is the fuel pressure - at idle, under max load? Is that what it was set at when the tune was done? Was the tuner aware of the pressure and injector size? Can we assume you are not using an FMU?
