How Do I Know If Icm Is Bad

Bought my 95 lt1 firebird from a friend who needed the money for school, 800.00 bucks. Not bad i thought, but it's not running. ok I say I've worked on a few cars I can do this. Open hood looked like a squirrels nest, wires here and there some fried some cut, sensor wires are off. parts are off which i got. I start by reconnecting wires puting on the parts. still want run. I check to see if i getting fuel, I'm not so change fuel pump it was burnt of course. So know getting fuel. Still want run, check fuses all good I check for spark no spark. But everything I've checked says it should, what's not connecting not get fire to the plugs. Will engine get fire if the ecu is bad or if the cc computer is off what will cause oem engine not to fire if the ignition componets are working. Any advice would be appreicated. how do i know if icm is bad. Does fire go to the opti and then back to mod i mean does it come from opti first or does it come from mod to opti, because im not getting juice either way. thank u for any help you can give
