fuel pressure regulator question plz

Question fuel pressure regulator question plz

Ive done countless searches on this: My car is hard to start when its cold--When its starts it chugs and bucks a bit, then runs ok-sometimes my SES light blinks and i always have a rich smelling exhaust, hot or cold outside. I read that if the plastic line that connects the fuel pressure regulator has a gas smell in it, it could be bad. Well i disconnected the line and smelled the regulator end--it had a slight smell of gas, but seem to be dry. Wouldnt it have some smell of gas sence thats what it does or did i read something wrong.
