ok heres the deal with koeo my pressure was at 42-44 now once it was running it would jump up to 75+.........also the car is running extremely rich to the point that my engine is flooding and my plugs are fouling bad......what can cause the running rich or what components control it....plus what can cause my pressure to be soo high on a stock regulator....i ve even tried an adj fpr and it seeme to wanna change pressure on it own from where i set it
i tried both a reg one from snap on and an electric one i have installed and they are both the same.....i'm waiting for new plugs to get rid of the ngk's that keep foulin on me and then i'm gonna try to get it running and hok up my scan tool to it again to try to get some readings of the o2's and maf and stuff to see if something is wrong there causing it to dump fuel or something......i've been searching and reading and those plus map is all i can come up with that would cause a rich condition...the o2's have about 900 miles on them but i did just put them in some coated headers which i read can screw with them..i'll just have to get it running again to see

A crimped return line would cause the fuel pressure to increase both with the KOEO and with the engine running, so that doesn't seem likely.
Hard to understand what would make the fuel pressure OK at KOEO and suddenly jump to 75psi when its running. Check the FPR again.
is there a relearn on fuel pressure for a 96 obd2 lt1.....when i start the car up it goes to about 80 after about 15-20 min of driving on expressway at 70mph it droped down to 45 give or take where it should be....i shut it off came back to it about 15 min later started it back up and it was back at 80 or so...is there a relearn technique for this or do i just have to give it time......i can tell you when it had fuel pressure where it was supposed to be it felt and ran great sounded a whole hell of a lot better to.......i swapped out ngk race plugs for autolites....seafomed and wiped down the o2's regulator isnt leaking out the vent.....also is there a possibility that lack of good vacuum from my new cam could be causing this on the regulator and then just building up vacuum and helping itself
If your system won't hold 43.5psi (less any vacuum line adjustments - and thew are a few psi, not 10's of psi - vacuum can only reduce fuel pressure, not increase it), something is seriously screwed up. The PCM can not "learn" beyond a 15% leaning out of the injector pulse width, using the long term fuel corrections. Your system is pouring 35% extra fuel into the engine when it is operating at 80psi.
Fix the pressure... don't assume the PCM can compensate for it. At this point you are destroying your engine with huge amounts of excess fuel washing the lubrication off the cylinder walls, and diluting the oil to the point where it will no longer lubricate your engine.
The PCM can "learn"..... but it can't compensate for a totally screwed up fuel system.
How are you measuring the fuel pressure? What fuel pressure regulator do you have?

its a stock regulater....took it out again pressure lowered back down again but stayed there.......shut down restart stayed at 43 area where it should be.......it seems fine now......checking fluids and everything over and pulling a few plugs and o2's tomorrow to take a look but its running right were it should be now.....as towards reading them i used a mech fuel guge to see if readings were correct and its the same as my electric one....i was using a mac obd2 scan tool and monitering it while we were driving it for the last hour and only wierd thing i saw was it ran closed loop the whole time which not sure if that is the way it should be.....the scanner said it was locked and didnt wanna play to much with it while running down the expressway and try to unlock it
