Red glad you got the air flow straitened out, having the scanning tools is critical to getting some of the aftermarket 58Mm TB's working correctly. Don't know why they sold those with the IAC slots leading to the TB mains. Caused a lot of headaches for some.. Fred is correct don't get hung up on the TBS voltage, I mentioned .5v range because your IAC counts were high around 160 and thought closing to .5 would lower the counts more. As long as counts are in the 40's your voltage can be anywhere in the spec range. However you're in BLM cell 18, that's TPS > 0% and speed = 0, not idle state. PCM thinks throttle is depresses. The TPS at 4% is still a problem. I've seen it before but, can't recall what caused it. You are still idling a bit high , about 100 RPM over desired. I see you air flow AFGS is running 9 to 9.5 range, my hot Cam 218/228 112 LSA w/ 1.6RR's (.525/.525 lift) is running about 8.5 to 9.0 AFGS. Do you still have that hole open in the TB blade ? Wonder if .5 grams less air would get you RPM stabilized. The IAC seems frozen at 48, maybe because your in cell 18. Only guessing. Timing looks like you in the main tables (BLM cell 18) not in TPC closed tables. I got to do some digging and searching on the cell 18 problem.

PM'ed another forum member that has done some work on BLM selection. He's thinking a steady TPS voltage of .51 should be TPS=0% not throttle position of 4% . His suggestion is maybe your TPS voltage is dipping below .51 and the PCM sets that as TPS=0% . That would cause the .51 voltage reading to be TPS=4%. Did you play with the TPS prior to doing the log.
Another thing is try the TPS relearn procedure... Mechanically adjust the TB set screw to desired voltage with Ignition ON, then turn the Ignition Off and disconnect the TPS connector from the TPS sensor (don't remove the sensor), then turn the Ignition On with the TPS sensor disconnected for a few seconds. Turn it off, reconnect the TPS and clear any TPS DTC's that were set. This should set the TPS to 0-.4%.

I did see another thread about a missing PCM ground after an engine swap causing this. The pcm is grounded w/three wires.. two tan wires on the left head ground stud, and a black wire on the engine block above the starter.

Yes Bob I was adjusting the TPS while the car was on. Thus I learned the cars idle incorrectly. Thanks for pointing out that the car has a idle relearn procedure. I will relearn it correctly tomorrow.

Grounds are good or have been replaced.
