is a 95 f body a obd 1 or 2
the plug looks the same as obd 2 but my scanner wont read it?

its an OBDI
the ALDL plug is an OBDII

You need an OBD-I scanner, with a 12-pin to 16-pin adapter plug, or use the jumpers shown on Shoebox's page:
