What is the small flange on top and the little tube on bottom?

Really? seems odd to run water through there...wouldn't there be corrosion issues? Think it matters which is inlet and which is outlet?

Sure their not oil lines? I mean, I see the freeze plug on the side so it very well could be the water.

Where would the oil ports be?

The other threaded ports i would guess are the oil.

most production turbos are water cooled.
