How often does turbo technology advance and new turbos come out?

Not models persay... but parts on already released models.

Like... is the GT35r the same GT35r part for part that it's been since it came out?

Another question... when did the GT series turbos come out?

Well ball bearing turbos have been widespread for quite some time now, maybe ~10 years. I'm sure they were around long before that, but I know there popularity/affordability grew in the mid-90's.

As for how often that stuff happens.....I think the real question is how often do the advances become practical. I could design a T4/T6 turbo with ball-bearings, self-oiling, etc. But if it costs $7000 no one but a race team will buy it, so you may never hear of it.

If you're looking for advances in technology I would suggest you try to figure out what the winning race-teams are doing/using. That stuff has a way of trickling down into the street crowd.

Just my $.02, I'm no expert.
